The Calguns Foundation sent California Governor Jerry Brown the following letter of opposition on Senate Bill 140 (2013 – Leno). SB 140 takes $24 Millon of improperly-collected monies from the Dealers Record of Sale background check fund and re-allocates it to DOJ’s general enforcement activities.
Governor Brown signed SB 140 into law on May 1, 2013; the bill is an “urgency” measure that takes effect immediately, rather than on January 1 of the following year as would be the case for most bills.
