Governor Newsom Has Yet to Sign or Veto Multiple Anti-gun Measures

September 30, 2025 – Sacramento, CA Today, the California Gun Rights Foundation issued the following statement regarding Governor Gavin Newsom’s pending decisions on multiple firearm-related bills currently before him:

With less than two weeks remaining before the October 12 signing deadline, Governor Newsom has yet to act on a package of measures that would impose sweeping new restrictions on peaceable Californians.

Among them are:

  • SB 704 (“Gun Barrel Registration”) – expanding state registration to ordinary firearm components.
  • AB 1127 (“Glock Sales Ban”) – removing commonly owned, constitutionally protected handguns from the marketplace.
  • AB 1263 (“Ghost Gun Ban”) – criminalizing the personal building and repair of lawful arms.
  • AB 1078 (“3-in-30 Rationing”) – rationing the exercise of a constitutional right through arbitrary purchase limits.

These measures collectively represent another attempt to ration, restrict, and criminalize the lawful exercise of fundamental rights under both the United States and California Constitutions.

The California Gun Rights Foundation will continue to monitor the Governor’s actions closely. Should any of these bills be signed into law, CGF and its partners will immediately evaluate all available legal and constitutional remedies to defend the rights of California gun owners.
