California Legislature Advances Sweeping New Restrictions on Constitutional Rights

September 19, 2025 – Sacramento, CA Today, the California Gun Rights Foundation released the following statement on the Legislature’s passing of multiple new gun control measures: 

Sacramento politicians have advanced a series of measures that, if signed into law, would impose sweeping new restrictions on peaceable Californians’ constitutional rights.

  • SB 704 (“Gun Barrel Registration”) would expand state registration requirements to ordinary firearm components, making it even harder for gun owners to manufacture and repair their firearms.

  • AB 1127 (“Glock Sales Ban”) would effectively remove popular, commonly owned handguns from the marketplace, further restricting Californians’ access to protected arms.

  • AB 1263 (“Ghost Gun Ban”) would criminalize the personal building of constitutionally protected arms.

  • AB 1078 (“3-in-30 Rationing”) would update the recently declared unconstitutional firearms rationing scheme from one (1) firearm per month and impose an equally arbitrary rationing system on firearm purchases to three (3) per month. 

Taken together, these bills represent another attempt to ration, restrict, and criminalize the exercise of fundamental rights under both the United States and California Constitutions.

The California Gun Rights Foundation has consistently opposed such unconstitutional schemes in the courts. Should Governor Gavin Newsom sign any of these measures into law, CGF and its partners will evaluate all available remedies to protect the rights of Californians.
